Penang is still splashing through the tail-end of the rainy season, although fewer crowds make November a pleasant time to visit.
November in Penang coincides with the last few weeks of the rainy season, so you can expect cloudy days and semi-frequent downpours, although you’ll experience a quieter island as a result. Many visitors enjoy the cooler climate at this time of year, so if you’re happy to dodge the rain and be flexible with your plans, it’s still a nice time to visit.

Penang weather in November
November brings to a close a wet and occasionally disruptive few months in Penang, but it’s rarely to the extremes found in other parts of Southeast Asia (e.g. in Vietnam or the Philippines).
If you’re visiting Penang in November, you should prepare for a few significant downpours and storms, where trees will be blown down and localised flooding will occur. Aside from a few notable exceptions, these Penang storms aren’t life-threatening, but they can impact day-to-day life for a short while.

In particular, you’ll likely discover that some rainforest hikes (e.g. Penang Hill’s Heritage Trail) are subject to mudslides, and will be closed for a few days or weeks. It’ll also be more difficult to book Grab rides during a storm, so plan well ahead if you’re heading to Penang’s International Airport.
Is Penang busy in November?
November is one of the quieter months in Penang as it doesn’t coincide with any school holidays or major religious festivals. Many visitors are biding their time to let the rainy season pass over, so you should find many of the sights and attractions quieter than usual.
Penang festivals and events in November
November is one of the best times of the year for cultural activities in Penang, with both the Butterworth Fringe Festival and George Town Literary Festival taking place at the end of the month.
For a more outdoor activity, the Penang International Dragon Boat Regatta takes to the waters at Straits Quay in Tanjung Tokong for a few days at the end of November and is a fascinating spectacle. Teams from around the world travel to take part and it’s well setup for spectators to enjoy.
Is November a good time to visit Penang?
If you don’t mind cloudy skies and the occasional soaking, November isn’t a bad time to visit Penang. The weather is noticeably cooler, especially after a downpour, and it’s still common to see blue skies and bright sunshine for several hours a day.
Visitors just need to be more flexible with their schedule and outings; it’s difficult to know exactly when the storms will hit and they’re notoriously difficult to forecast accurately. Go with the flow and enjoy the island in one of its quietest and coolest months.
